PUBLIC OFFER

This document is an official offer (public offer) by the taxpayer on professional income (self-employed) Georgy P. Vinikhin, INN 695001882502, hereinafter referred to as the "Contractor", to conclude an agreement for the provision of information and computing services with any capable individual, hereinafter referred to as the "Customer", under the terms set forth below.

1. General Provisions and Acceptance of the Offer

1.1. Acceptance (full and unconditional acceptance) of the terms of this Offer is deemed to be the combination of two actions by the Customer:

• Clicking the /start button (or a similar launch command) in the Contractor's official Telegram bot: https://t.me/vpn_avangard_bot.
• Making payment for the selected tariff plan.

1.2. From the moment of acceptance of the Offer, the Agreement is considered concluded.

2. Subject of the Agreement

2.1. The Contractor undertakes to provide the Customer with services for organizing computing capacities to create a Virtual Private Network (VPN) (hereinafter referred to as "Services"), and the Customer undertakes to pay for these Services in accordance with the selected tariff.

2.2. The Services are provided exclusively for personal, non-commercial use in order to increase the level of confidentiality and security of the Customer's data transmission on the Internet.

3. Rights and Obligations of the Parties

3.1. The Customer undertakes:

• Not to transfer their unique access key to third parties.
• Not to use the provided capacities for spam distribution, downloading copyrighted materials (via BitTorrent), and any other actions violating the legislation of the Russian Federation.

3.2. The Contractor has the right:

To unilaterally block the Customer's access key without a refund in the event of a violation by the Customer of clause 3.1 of this Offer or the detection of anomalous network load from the Customer's key.

4. Limitation of Liability

4.1. The Services are provided on an "as is" basis. The Contractor does not guarantee 100% uninterrupted network operation and the absence of failures associated with the work of backbone providers or data centers.

4.2. The Contractor is not responsible for the content of information transmitted or received by the Customer through the VPN network.

5. Processing of Personal Data

5.1. The Contractor collects the minimum necessary amount of the Customer's data: Telegram ID and public username in the messenger.

5.2. The Contractor guarantees that it does not monitor, collect, or store information about web resources visited by the Customer (Zero-log policy).
